Program Description

CBAT Project Status
CBAT Cohort I began classes in the Spring 2003 and completed the graduate program in Educational Leadership in May 2005. By June 2005, four of these CBAT participants were named to assistant principal positions in Dickinson ISD, Pasadena ISD, Galena Park ISD and McAllen ISD. Several other CBAT participants have also assumed various leadership roles related to curriculum and instruction or parental involvement in their districts.

CBAT Cohort II began graduate classes in Spring 2005 and will move together through the sequence of courses established for the CBAT program. Cohort II is scheduled to finish the graduate program in May 2007.

In addition to completing a master’s degree and/or principal certification, all CBAT participants will receive an institutional certificate (Bilingual Administrator) from the University of Houston-Clear Lake that recognizes the specialized training each participant received from the CBAT Program. 


CBAT Program Description 
The Collaborative Bilingual Administrator Training (CBAT) is a National Professional Development Project funded by the United States Department of Education and consists of a partnership among the University of Houston-Clear Lake and school districts in the Houston Metropolitan area.
Goals of the CBAT Program approved by the Department of Education as part of the original grant application include:

  • Increase the number of certified bilingual administrators by recruiting and preparing 70 bilingual administrators to work in schools with a high population of English language learners.
  • Provide professional development that addresses the issues surrounding the needs of ELLs for all candidates in the UHCL administrator preparation program.
  • Provide mentoring and support for CBAT participants.
  • Provide professional development for current administrators who are leading schools with high populations of ELLs.
  • Increase communication and collaboration with the community, including the local school districts.
  • Disseminate information on the meeting the needs of ELLs through the CBAT Website  

Recruitment of CBAT Participants
In November 2002, the CBAT Advisory Council reviewed the process for recruiting and selecting participants for CBAT Cohort I and established a timeline that would allow participants to begin graduate classes in January 2003. All applicants for the Collaborative Bilingual Administrator Program met the following criteria:
  • Had a grade point average of at least 3.0 in the last 60 hours of college or university coursework
  • Provided three letters of recommendation, two of which were from school administrators who could attest to the applicant’s interest in working with English Language Learners as well as the applicant’s potential for leadership
  • Documented proficiency in Spanish and English, both written and oral


M.S. Educational Management • CBAT Certification
The CBAT Program leads to a Master of Science degree (M.S.) with both principal certification and CBAT certification.
The degree/certification plan for a master’s degree in educational management at the University of Houston-Clear Lake was revised for CBAT participants to better prepare them to be successful leaders of schools with high populations of ELLs.

Note: CBAT students entering the program with a master’s degree would complete the certification program, which includes all courses listed above with the exception of SILC 6030, EDUC 6032, EDUC 6033, and INST 6031.


M.S. Educational Management • Principal Certification
The graduate program in Educational Management leads to the Master of Science degree (M.S.) with principal certification, if principal certification requirements are met. 
The Master's degree in Educational Management consists of 39 hours of graduate coursework. 
 
Requirements for the Master's Degree are:
  • completion of the Professional Education Core (12 hours)
  • the Administrative Core (24 hours) and
  • the Capstone Experience/Graduate Internship (3 hours)

Students will be eligible to register for Graduate Internship after they have successfully completed at least 27 hours of the Master's degree program. Graduate Internship is only offered in the fall and spring semesters, not in the summer.
 
Requirements for Standard Principal Certification are: 

  • complete the 39 hours of master of science degree coursework in educational management
  • have a valid Texas Teaching Certificate
  • two years of successful full-time classroom teaching in an approved accredited school
  • must pass the appropriate TExES

Note: Many courses have prerequisites; consult the UHCL Catalog or the faculty advisors for help in determining the appropriate order to take your courses.

Additional Requirements for the Principal Certification

  • Student must hold a valid Texas teaching certificate
  • Student must verify two years of teaching experience in an approved accredited school
  • Student must pass the Principal Certification TExES
  • Student must apply for the certificate, and pay the appropriate fee, in the Certification Office 

Probationary Principal Certification
Students may be eligible for the Probationary Principal Certificate upon admission and enrollment to the principal certification program, for more information contact Nancy Heaton in the School of Education Certification Office.


Locations
Alvin Community College
Classes are held at Alvin Community College (ACC) Main Campus which is located at 3110 Mustang Road, Alvin, TX 77511. ACC is at the intersection of Hwy 39 and Mustang Road.
 
Cinco Ranch location
The classes are held at the Cinco Ranch Campus (UH System Center) at 4242 S. Mason Road, Katy, Texas, located right off of Highway 99 (Grand Parkway) approximately 15-20 minutes from Interstate 59.
 
San Jacinto College North (SJCN) location
The classes are held on the second floor of the Lehr Library at the San Jacinto College North campus, located at the corner of Wallisville Road and Uvalde (off of either Beltway or Interstate 10)

Taylor High school, Alief ISD
Classes are held at Taylor High School in Alief ISD located at 7555 Howell Sugar Land Drive, Houston, TX 77083 off of Hwy 59 South. Take Hwy 59 South towards Sugar Land and exit Beechnut/S. Gessner. Make a right n Beechnut and another right on Howell-Sugar Land Dr. and the school will be on the right. Taylor High School homepage:
