The mission of the Information Resources Division is to develop, integrate and maintain an information infrastructure that supports the computing, communication and information needs of the UHCL community and the educational and academic support mission of the University. At the intellectual heart of the university, the principal mission of the Neumann Library is to make information readily available for the research and studies of the UHCL students and faculty, and to enrich the surrounding community by sharing its resources with scholars and citizens. The library's mission includes an obligation to maximize the resources available to its users and to share its resources with the users of reciprocating libraries in the state and nation.

The Office of Institutional Effectiveness integrates the functions of Institutional Research, Planning and Assessment to provide reporting and decision-making data and information to both internal and external constituents in support of efforts to improve the quality and functioning of the programs and services of the university.
